The faculty includes physicians, advanced-practice nurses, paramedics and physician assistants with vast expertise in the field of disaster medicine. The faculty has substantial clinical and educational experience, and have written chapters in major textbooks in disaster medicine.
The faculty teaching in the program include:
Jean B. Bail, EdD, RN, MSN, CEN, EMT-P (Program Director):
Dr. Bail is a nurse and paramedic with more than 30 years experience in emergency
medical services and education. She is a regional leader in emergency management
education. Dr. Bail is certified by the American Board for Certification in Homeland
Security at the CHS Level III. She is also active with the Pennsylvania Emergency
Health Services Council, the Emergency Nurses Association, and the Delaware County
Critical Incident Stress Management team.
Steven J. Parrillo, DO, FACOEP, FACEP (Medical Director):
Dr. Parrillo is the Medical Director for Philadelphia University's Disaster Medicine
and Management Program; Medical Director of the Emergency Department at Moss Rehab
and Einstein at Elkins Park; and Chairman, Albert Einstein Medical Center, Emergency
Management Committee. He was the Site Director for the HRSA Bioterrorism Training
and Education grant. He has more than 25 years experience as a board certified,
emergency-medicine physician, serves on the faculty of three universities, and is
widely published in emergency and disaster medicine.
Charles D. Bortle, PhD., MEd, RRT-NPS, NREMT-P (Coordinator):
Dr. Bortle has been an EMS educator, paramedic, and respiratory therapist for more
than 26 years. He is currently the Director of Logistics and Field Operations at
the Albert Einstein Health System, the Assistant Chief of the Einstein Physician
Response Team, and an active flight paramedic and respiratory therapist. He has
more than 22 years experience in EMS education and expertise in distance learning.
He received his PhD. at the University of Phoenix.
Aaron Richman, EMT-P, MBA (Assistant Professor):
Mr. Richman, Assistant Professor is the Co Director for the Institute of Terrorism
Research and Response in Philadelphia and Israel, where he is responsible for the
global Targeted Actionable Monitoring Center’s intelligence and research projects.
Mr. Richman has a Master’s in Business Administration from the University of Leicester
and a Bachelor’s degree in Criminal Justice from Temple University, as well as various
specialized counter terror training in the U.S. and Israel. Currently, he is a Doctoral
candidate in Public Policy and Homeland Security. Mr. Richman, formerly a captain
with the Jerusalem Police, is a paramedic with vast experience in emergency management,
law enforcement and counterterrorism in the United States and Israel.
Barry J. Burton, D.O:
Dr. Burton is a residency trained (Albert Einstein Medical Center/Philadelphia College
of Osteopathic Medicine), Board Certified Emergency Physician with sub-specialty
Certificate of Added Qualification (CAQ) in Emergency Medical Services, and co-founder
of the EMS Fellowship at Albert Einstein Medical Center in Philadelphia. He has
over 35 years of Allied Health Care Experience in EMS, Emergency and Critical Care
medicine and education, including a stint with the EMS oversight authority for the
Philadelphia Fire Department in the 80's. He continues to serve in an advisory capacity
to the Bucks County Rescue Squad (Bristol ALS EMS), and the County EHSC and MAC.
Additional experiences include Occupational and Environmental Medicine, providing
Medical Surveillance, medical investigations, treatment, and rehabilitation for
several industrial facilities in the Lower Bucks County area of Pennsylvania. Dr.
Burton is currently an Assistant Professor and Administrative Director of the Department
of Emergency Medicine at the Philadelphia College of Osteopathic Medicine, adjunct
faculty at Philadelphia University, and previously an Assistant Professor of Medicine
at Temple University.
Richard G. Fuller, D.Ed., EMT-P:
Dr. Fuller is an educator and administrator currently serving as Assistant
Professor of Education at Robert Morris University. Dr. Fuller has served as the
Dean of Education for a local college and is the former Associate Program
Director and Assistant Professor for graduate and undergraduate Emergency
Management and EMS studies at Drexel University. He earned his Doctorate degree
in Education from Penn State University and has served on a number of state,
local and regional Emergency Management committees. During his 30 years in EMS,
Dr. Fuller has served as educator, paramedic and administrator.
David Jaslow, MD, MPH, FAAEM:
Dr. Jaslow is a board-certified, emergency-medicine physician who completed his
Master’s in Public Health and Disaster Medicine fellowship at George Washington
University Medical Center. He is the Director of the Division of EMS and
Disaster Medicine at the Albert Einstein Medical Center. He has taught and
published extensively in emergency medicine, disaster medicine and disaster
public health.
Harvey B. Lermack, MBA:
Mr. Lermack is Assistant Professor of Management in the School of Business
Administration at Philadelphia University. His consulting work, teaching, and
research focus on Enterprise Risk Management, Strategic Planning and Leadership,
and their successful integration and implementation in for-profit and not for
profit organizations. As an independent consultant, Mr. Lermack provides
guidance to organizations to improve their enterprise risk management, strategic
management, and leadership development processes. His clients have included
domestic and global organizations, including railroads, manufacturing and food
processing companies, non-profit organizations, universities, a large service
provider, and an insurance company. Mr. Lermack developed and teaches the
Enterprise Risk Management course for the Risk and Insurance Management Society
(RIMS). At Philadelphia University, he teaches Strategic Planning in a Global
Environment at the graduate level, and Organizational Behavior, Business Policy,
International Management, and Principles of Management at the undergraduate
level. His academic and practical research analyzes integration of strategic and
risk management processes at the enterprise level; and approaches to utilizing
leadership development, organizational behavior and risk management techniques
to accomplish cultural change in organizations. Until 1999, Mr. Lermack was Risk
Management Director and Training Director at Conrail, a freight railroad in
Philadelphia. Mr. Lermack earned a Bachelor of Science Degree from Pennsylvania
State University, and an MBA from Widener University. He is an honorary member
of Delta Mu Delta International Honor Society in Business Administration, and is
a member of the Risk and Insurance Management Society (RIMS) and the
Organizational Behavior Teaching Society (OBTS).
John C. Lewis, EdD.:
Dr. Lewis has over forty years in public service provision and management. His
positions have included fire chief, EMS Director for the City of Philadelphia,
Department Chair in EMS at the University of Maryland Baltimore County where he
founded the first Master's degree in EMS, CBRNE educator for Thomas Jefferson
University and several other locations. In his higher education career he has
been a Dean, Department Chair and Division Director at several institutions. He
also teaches course work in Business Administration and Management on an adjunct
basis, where his specialties lie in Risk Management, Continuity of Operations
and related topics. He is currently serving as Department Chair of General
Studies and Director of the Center for Faculty Development at Thomas Jefferson
University.
Thomas R. Mueller, PhD., GISP:
Dr. Mueller is an educator currently serving as Associate Professor to
California University of Pennsylvania, Earth Sciences Department. He earned his
Doctorate degree in Geography from the University of Illinois, his M.A. in
Geography from the University of Connecticut and B.S. in Geography from Towson
State University. He is certified in CAMEO and Geographic Information Sciences
Professional (GISP).
