Professional Designation in Contract Management, (P.D.C.M.) from the Air Force Institute of Technology, Dayton, Ohio, went to The Ohio State University, Columbus, Ohio, for three-years and then completed his B.S. Degree, from the State University of New York, Albany.

Regional manager for SBA International of the U.S. Small Business Administration

- for Eastern New York, New Jersey, Eastern Pennsylvania, and Delaware since 1997.

Served as the U.S. Small Business Administration’s Region III Assistant Regional Administrator for Economic Development and Finance; covering a seven state Mid- Atlantic Region.

Before joining SBA in 1991, Elsas worked for the Department of Defense for nine years in procurement, as a buyer of international medical supplies and equipment.
In Denver, Colorado, Elsas was responsible for DoD military battlefield procurement and production in support of classified Defense contracts.
